- Washington recognizes Class 1, 2, and 3 e-bikes; Class 3 riders must be at least 16 and the bike must have a speedometer.
- Class 1 and 2 are allowed on shared-use paths by default; Class 3 is excluded from shared-use paths unless specifically permitted.
- No statewide helmet mandate — King County repealed its all-ages helmet rule in 2022, and that includes Seattle.
- As of June 2026, bikes that can exceed 20 mph on motor power alone, or that are designed to be easily reconfigured out of class, no longer qualify as e-bikes under state law (SB 6110).

Washington’s WE-Bike program (WSDOT) is the largest state e-bike rebate in the US: a $300 instant rebate for eligible residents 16+, or $1,200 for applicants at or below 80% of their county’s median income. Applications are open March 30, 2026 through March 29, 2027, with monthly random selection — apply through the official WE-Bike portal.
